This strategic plan is guided by the commitment that by March 2008 Lane Cove Community Aid Service will be a stronger, vibrant, healthy community organisation widely recognised and supported for the quality and scope of the many programs it manages on behalf of our community.
VISION
The vision of Lane Cove Community Aid Service (LCCAS) is "Sharing the Caring".
AIM
We aim to enhance the quality of life of people in our community by providing a range of health and community services.
VALUES
We believe in the right of people:
- To make choices in their own lives;
- To dignity, respect, privacy and confidentiality
- To be valued as individuals
- To access services on a non-discriminatory basis
- And the right of the community to receive accountable and responsive services
GOALS
We act to ensure:
- That frail older people, people with disabilities and carers, remain living at home for as long as possible, and with a good quality of life
- That family members or other primary caregivers are supported in their role
- That our services are effective, efficient, flexible, innovative and accountable
- That we provide rewarding, responsive and effective volunteering opportunities for the community
KEY ROLES (OBJECTS OF LCCAS)
To carry on all or any of the following activities and to perform any or all of the following acts and services for the support and relief of members of the community, particularly in relation to poverty, sickness, suffering, or misfortune;
- The provision of assistance for persons needing support and assistance in the performance of household duties, the minding of children, home nursing, the care of invalids, and other domestic cares and responsibilities;
- The provision in a voluntary capacity of transport to and from hospitals and elsewhere;
- The provision of gratuitous relief and care for members of our community in need;
- Generally the provision of emergency pecuniary and other types of assistance to such members of the community as are hereinbefore referred to.
QUALITY STATEMENT (2003)
As part of LCCAS' commitment to ensuring client focused performance through the provision of services of the highest quality, its endeavours are the subject of a number of quality management activities. These include, but are not limited to: Validation of the Home and Community Care (HACC) Standards in all our HACC-funded programs; complying with Hazard Analysis of Critical Control Points (HACCP) Guidelines in the Meals on Wheels Service; and complying with all Health Standards and Guidelines relevant to the Nursing Service.
THE PLANNING PROCESS
The Strategic Plan for the Lane Cove Community Aid Service has been developed from two principal activities. The first was an analysis of the strengths, weaknesses, opportunities and threats (SWOT) based on information gathered by surveying staff, volunteers, clients and medical practices serving the Lane Cove community. The second was a series of consultative processes including funding agencies, peak bodies and other service providers.
PRINCIPAL STRENGTHS
The SWOT analysis identified that the longevity and success of the organisation is derived from, and is a reflection of, its fundamental strengths which are:
The reputation of LCCAS as a well-managed, accountable organisation respected by other community service agencies, funding and accrediting bodies, and the wider community.
The efficiencies and effectiveness gained from the cooperative delivery of a large number of mutually supportive programs from one location.
A strong and flexible service managed by professional staff, and delivered by appropriately trained and committed volunteers.

THE PLANNING HORIZON AND EVALUATION
The planning horizon for the Strategic Plan for the Lane Cove Community Aid Service has been set at five years.
As part of the planning process the strategies, which will commence in March 2003, have been set at three years or less. This will enable an extensive re-evaluation of the process, impact and achievements, to be made. It is anticipated that this will enable any changes in direction for achieving outcomes, and will also allow for any expansion of strategic operations to improve overall outcomes.
The goals that are set will be Specific, Measurable, Achievable, Realistic and have aTimeframe.
STRATEGIC DIRECTIONS
1. PROGRAMS
Lane Cove Community Aid Service will strive to provide services that are effective, efficient, flexible, innovative, meet an assessed community need, and are provided in a cost-effective manner. The organisation will also investigate opportunities for partnerships, new funding sources, and maintain a Continuous Quality Improvement approach.
· Goals
The organisation will:
- Regularly monitor each program to ensure need, and cost-effectiveness of provision
- Implement operational feedback from surveys
- Investigate opportunities for development of new programs, and strategic alliances and partnerships with other agencies
- Maintain Continuous Quality Improvement process in all programs
2. RESOURCES
Lane Cove Community Aid Service will take steps to ensure that all programs are adequately resourced in terms of space, administrative requirements, OH&S requirements, Asset Management, equipment and training.
· Goals
The organisation will:
- Base any program development or expansion on full consideration of resource implications
- Seek to increase available space to include a meeting room, extra office space, a volunteer amenity, and improved storage space.
- Set up a permanent workshop for the Lower North Shore Home Maintenance and Modification Service
- Seek further funding to ensure the successful completion and operation of the workshop
- Ensure each program is adequately resourced
- Develop an Asset Management Plan for the organisation
- Ensure the utilization of all resources complies with OH&S Act requirements.
- Ensure staff and volunteers are appropriately trained in the use of all equipment
3. FUNDING
Lane Cove Community Aid Service will act to ensure the continued provision of high quality, client-focussed programs that meet the needs of the community by a planned approach to sourcing funding from all levels of government, to developing alliances and partnerships with other agencies, and by maintaining a proactive approach to fundraising and the sponsorship of programs.
· Goals
The organisation will:
- Identify appropriate avenues of fundraising, and be proactive in seeking increased levels of donations, sponsorships and bequests.
- Seek partnerships within the community to source donations, bequests and sponsorship of services.
- Maintain close links with all funding bodies to ensure that it is an active participant in all new funding opportunities, as well as growth opportunities for existing funded and unfunded programs
- Consider strategic alliances or partnerships with other agencies to maximise funding opportunities
- Undertake regular monitoring and assessment of all client and membership fees to evaluate cost-effectiveness
- Undertake regular monitoring of all cost centres
- Recognize financial support of all benefactors in a variety of ways.
4. STAFF
Lane Cove Community Aid Service values the contribution of its professional staff, recognising that they are a most valuable asset, and their participation is integral to the successful operation of all services. The organisation is committed to ensuring that its staff are appropriately qualified and have the opportunity for professional development. The staff will be encouraged to support the highest standards in providing services to the community, and to "Sharing the Caring" with our volunteers.
· Goals
The organisation will:
- Provide an environment in which staff perceive they are essential members of the overall team, contributing to its service delivery, continuous improvement strategies and its future directions
- Recruit qualified and experienced professionals who are committed to providing quality services to the community.
- Optimise the satisfaction gained by the staff through the planned use of their qualifications and experience.
- Involve staff in activities which will increase their recognition that the programs do not work in isolation from each other, and that a holistic approach is adopted in the delivery of our services
- Encourage and support professional development of staff within the resources available
- Foster close working relationships between staff and volunteers
- Foster a commitment to Continuous Quality Improvement
- Support the highest standards in the delivery of programs and all professional activities.
- Provide a safe working environment for all staff
5. VOLUNTEERS
Lane Cove Community Aid Service recognises the valuable contribution of volunteers throughout its development, and acknowledges that without their participation it would not be possible to provide such a diverse range of services to the community. The organisation is committed to providing rewarding, responsive and effective volunteering opportunities for the community. The combined efforts of our volunteers and our staff enables the vision of 'Sharing the Caring" to become a reality.
· Goals
The organisation will:
- Encourage volunteer support for LCCAS through the understanding that they are an integral part of the overall team, contributing to its service delivery, its continuous improvement strategies and its future directions.
- Seek corporate volunteer support throughout the business community
- Optimise the satisfaction gained by the volunteers through the planned use of their skills, interests and expertise.
- Recruit and retain volunteers who support the efforts of particular programs, specific initiatives, and the organisation as a whole.
- Maintain close working relationships between staff and volunteers.
- Provide opportunities for training and information provision within the available resources
- Ensure there are sufficient numbers of volunteers for the efficient and effective operation of the services.
- Maintain safe working conditions and practices for all volunteers.
- Acknowledge the contribution of all volunteers in a variety of ways
6. RISK MANAGEMENT
Lane Cove Community Aid Service is committed to maintaining a current Risk Management Plan, which clearly documents strategies, policies and procedures within the organisation.
· Goals
The organisation will:
- Develop a Risk Management Plan for the organisation.
7. COMMUNICATION AND MARKETING
Lane Cove Community Aid Service is committed to directing the use of its communication and marketing resources to ensuring it is a widely recognised, strong, vibrant and healthy community organisation within the community it serves, by funding agencies, and other potential supporters. It will also focus on developing partnerships with appropriate organisations and businesses to optimise "Sharing the Caring" within the community and for the community.
Recognizing more than forty years of service to Lane Cove and the wider community, the achievements and efforts of many to be recorded for posterity.
· Goals
The organisation will:
- Develop strategic partnerships and alliances aimed at achieving mutual goals, minimising service overlap, and maximising benefits to the community
- Maximise benefits of our vision by effectively marketing "Sharing the Caring".
- Promote all programs and activities widely to the community
- Develop a Communication and Marketing Plan for the organisation.
- Record significant events, achievements and other facts that support the history of LCCAS
8. GOVERNANCE
Lane Cove Community Aid Service is committed to ensuring the organisation is managed by a Board of Directors that clearly understands its role in the governance of the organisation, and is firmly committed to the vision of "Sharing the Caring" .
Under the ASIC legislation, the elected Board members are "Directors of the Company" and are responsible for policy and direction of the organisation. The General Manager is responsible for the day-to-day management of the organisation and its activities.
· Goals
The Board will:
- Attract Board members who have particular strengths and expertise of value to the organization.
- Ensure a commitment to quality by maintaining a management structure that is effective, efficient, flexible, innovative, accountable and open to the needs of both the organisation as well as the community it serves.
- Fully inform new Board members to ensure that they are clearly aware of their legal and fiscal responsibilities
- Maintain a close working relationship with the General Manager, who will ensure members are kept fully informed regarding the operations and activities of the organisation, to properly perform their governance role.
9. LANE COVE COMMUNITY AID FUND
The organisation will work in close cooperation with the Lane Cove Community Aid Fund to ensure its support for the continued viability of Lane Cove Community Aid Service.

The organisation will:
- Maintain a close relationship and work in cooperation with the Fund to ensure it's continued and ongoing support to Lane Cove Community Aid Service.
10. FRIENDS OF COMMUNITY AID SERVICE
The organisation will actively explore ways to enhance the current mutual partnership between Friends of Community Aid Service (FOCAS) and Lane Cove Community Aid Service (LCCAS).
· Goals
The organisation will:
- Review and explore ways to enhance the current relationship with Friends of Community Aid Service to enable the continuation of a mutually supportive, and positive relationship.
- Actively support and recognize the longstanding support of FOCAS in its endeavours for LCCAS.
